Purpose of this discussion paper

This discussion paper seeks to identify issues – overall structure, ambiguous and redundant provisions and gaps – in the current Local Government Act 1989 that need to be addressed in a new Local Government Act for Victoria.

This is the beginning of a conversation, with the sector and the community, about the legislative framework that governs local government in Victoria.

The aim of the review is to produce contemporary legislation that modernises the relationship between the state and local government to better reflect essential roles and responsibilities and which provides clear guidance to those who work in the sector, and the community, about those roles and responsibilities.
